FEMA's Community Rating System rewards communities for floodplain management activities that exceed minimum NFIP requirements. Participating communities earn a CRS class from 1 (best) to 10 (no discount), and residents receive a corresponding discount on their NFIP flood insurance premium - up to 45% in the Special Flood Hazard Area.

The same state-level data, rolled up into FEMA's 10 regional offices. Participation is concentrated in a handful of states, so a region's total often just reflects whether it contains one of them - Region 4 (with Florida) and Region 9 (with California) lead in large part because of those two states alone.

Where does this CRS data come from?
All data comes from FEMA's Community Rating System community list, part of the NFIP Community Status Book. FludZone extracts and aggregates this data for easier analysis. Data was last sourced April 2026.
How often is CRS data updated?
FEMA publishes updated CRS class lists twice a year, in April and October, after communities complete their annual recertification or a cycle verification visit. FludZone re-extracts the dataset on the same schedule.
Why do some communities show a 0% discount?
Class 10 is the entry-level, unrated tier and carries no discount - it means a community is on FEMA's CRS list (often mid-application) but hasn't yet earned enough credit points to reach Class 9. 269 communities in this dataset are Class 10. FludZone's state and city pages exclude Class 10 entries from participation counts, since showing a "0% discount" isn't useful to a homeowner.
What is the difference between the SFHA and non-SFHA discount?
The larger discount (5-45%) applies to standard-rated policies in a Special Flood Hazard Area (zones A and V). A smaller discount (5% or 10%) applies to Preferred Risk Policies outside the SFHA (zones B, C, and X). Both are set by CRS class - see the discount schedule above.
Does my city or my county set the discount?
Whichever government actually enrolled in CRS for the address. Most CRS communities are cities or towns, but some rural or unincorporated addresses fall under a county-level CRS class instead. An address inside city limits gets the city's class; an address in an unincorporated area gets the county's class where the county participates.
Does CRS apply to private flood insurance?
No. CRS discounts only apply to NFIP (National Flood Insurance Program) policies. Private flood insurers set their own pricing and are not required to honor CRS classes, though some do factor community flood mitigation efforts into their own underwriting.
